I think WW is the most balanced Rework to date.

Likely because he was released into the later quarter of scrims coupled with the very powerful aspect of being nearly immune to response dives. Many tops are a better pick than him, but very few are able to wall themselves off a 3 man gank in response to the enemy jungler ganking bot or going for dragon. Even better is he can gank bot himself and have jungle hold top to create a 4 man gank.

While it's all feasible to play around, the late entry meant they would have to invest too much time to learn the new matchups and how to beat his map style, and would be better off banning him and just focusing on what they already knew was the meta and going to be flexed and how. You'll also notice how almost always one side banned him (red I believe), creating the map split because he could be beaten far easier on one side of the draft and place strain when flexed on the other.
