Why can't there be two AP jungle items?

I was perplexed when magus was removed for runeglaive because there were significant differences in the two, and certain champs benefit from one much more than the other. I don't really understand why it would be done again. Why remove runeglaive to add another option when one would, most likely, be more desirable based on your champion selection or team composition? AD champions can make use of three of the jungle items, why put more limitations on AP junglers?

there changing the effect of the jg item to be likee ludens ekko as oppose to the sheen effect this way non aa ap jgs like fiddle stick will be viable again while not really effecting the other meta ap jgs

Many AP junglers get great benefits from all of the jungle items that there currently are, we don't need to split a class in two by giving it two paths.
