@Riot I've said this before...
Why not just comply?
-Remove keystones, reduce kill gold, remove tower gold
-Reduce base damage and scaling by (what was it?) 30%. (I understand you've already been doing this gradually if you look at patchnotes but that's too hard to notice.)
-Increase tower damage.
-Make tanks unkillable.
-Give Vayne and Fiora flat true damage because we can't have any tank counters running about.
You can immediately see what will go wrong here. Tanks will start building damage. Champions that can passively push minion waves will become god tier. Teams will need some way to close out games, so we'll either see hypercarries every game that can freely farm to 6 items because nothing threatens them or (my guess) the team that gets elder and baron win.
But these are just balance issues, I'm sure we can fix them. And everyone currently here will be happy.
