Title says it all really - is it against the rules to tank your elo so you can stay in low elo? Is it reportable?

As long as you aren't making it look obvious, no.
Technically yes, but as long as you aren't being an idiot about it you aren't likely to be caught.
If you intentionally make your team lose it's reportable hope that helps you figure it out
