Tier 1 and 2 runes are those shoes. The only exception is that the Foot Locker takes no returns, and you can't hand them down.
They will collect dust in the depths of your closet, unless you're poor enough to still wear them.

noodle01171 votesEven though people complain about tier 1-2 runes, I honestly feel they're fine. They're dirt cheap and useful for newer lvl 30s who don't have multiple runepages filled yet with expensive tier 3 runes.
