Im going to call down riot logic here
Way back in patches V1.0.0.118b: and V1.0.0.136: Irelias healing on her ult and her W were nerfed while in patch V1.0.0.120: her ult healing on hitting champions was slightly increased by 5%
For lack of ability to find the video related to the patch 1.0.0.136B yet able to recall the reason why this change was made
The reason riot games is nerfing irelia is because you fight her she gets low, and then heals back up without you being able to stop her. Its impossible to push her out of lane.
I REPEAT THIS IS WHAT RIOT SAID if someone does know the link to the video that would be greatly appreciated for extra validation ( i remember it was the riven patch or something like that)
Anyways. My point in all this. Vladimir. He centers around healing and blood and stuff. In most ways I feel that vlad is in a good spot right now. Its nice to see him get some play.
But Id like for you to go back up and look at riots argument on how they nerfed her heal because it was so hard to push her out of lane. The change was made where her W would be reduced by half its healing, unless in its active form then it went back to the normal healing ratios.
I feel like this would be an adequate nerf to vladimir as well. Its so darn frustrating to try pushing vladimir out of lane, especially as a melee. I have faced 5 vladimir top today and each one, I would drop down to half or even 1/5 hp, and within a rediculously short time they healed back up to full hp. This wouldnt be a problem but he has no cost on his Q.
My proposed nerf would be 50% reduced healing against minions. It would keep his early/mid/late game dueling/teamfight potential the same, but would allow him to be pushed out of lane, especially if you are a melee champion.
TL:DR nobody should be able to stay in lane indefinitely, regardless of melee or ap or ranged status. Vlad needs this treatment too
