Olaf hasn't been nerfed/buffed directly in a long time. He was fine for a while, but his slow decline has just been due to his items repeatedly getting gutted, and things that do well against him getting buffed.

Let's take a look at all the indirect nerfs Olaf has received:

• Dead Man's Plate repeatedly nerfed. If Olaf builds this today, he loses 416 gold in stats/gold compared to 5.21 dead man's plate.
• Sterak's Gage nerfed twice.
• Mortal Reminder and Lord Dominik's Regards buffed, this item destroys even squishy Olaf builds.
• ADC's have more mobility late game than previously, due to easier access to CDR, Boots of Swiftness (which are great vs Olaf's q).
• Boots of Swiftness being (commonly) used by anyone means that you have a harder time in both catching and sticking to them.

All Olaf's core items getting nerfed is understandable, given their efficiency/performance enhancement when used on other champions. Given that Olaf was never a main offending user of these items and that he relied on them to be relevant, it seems pretty clear that he's underpowered once the items have been nerfed.

I see buffs to Vi/J4 in the PBE, maybe we can hope for Olaf ones as well? I'm hoping for something like +5 passive movement for each rank in his ultimate, since kiting him seems overly easy now with any non-immobile champ. I've heard someone say that perhaps he shouldn't have his passive armor/mr removed when he activates his ultimate. Normally I would disagree and say this is a bad idea, since the counters to Olaf in a team fight are to kill him when he ults, or to try to escape him when he ults. Though, in season 6, considering how difficult it is to be a bruiser, I think he'll still be plenty killable even if he kept his stats during his ult, especially since the armor is considered bonus armor, which many items are effective against.
