How powerful are nerfs

Hi, so I've been thinking when looking at patch notes and I was just wondering how much a small nerf could affect a champion. I am platinum 1 and played league for a few seasons and I still do not know to this day how much a few small nerfs can cause a big impact. I'm not ignorant on it but more amazed and interested in how it works.

"Rek'Sai Furious Bite (E) damage lowered from 55/65/75/85/95 to 50/60/70/80/90"

^ like small buffs and nerfs like these seen in the past. Is it like that 5 damage could have caused life or death?

Sorry if this was a dumb question, I just like a little insight on game play and nerfs and felt curious to ask here.

You can usually tell how impactful a nerf is by observing the changes in Win rate after the patch drops assuming there are no other variables like a core item getting nerfed hard and such at play People meme on stuff like -3 base AD but champs like Graves have seen drops in WR of up to 2% from changes like those

5 damage is quite a bit as that damage is doubled/true damage and impacts her ult damage. raw AD nerf as well hurts quite a bit.

not having a spammable Q late game hurts her as well with poke/trying to get someone to ult them.

its also depending on the cd of the ability

5 damage from a spammable ability is way more impactful nerf then 5 damage from say a karthus ultimate
