How to correctly nerf Sivir

Nerf Essense reaver. Specifically, less CDR on it.

That's not really nerfing Sivir, you're nerfing an item she builds along with other Marksman.

The benefit that reaver gives to sivir is greater than it gives to other champions. Sivir is a mana hungry champion that relies on spamming spells and gains AS from spamming W. To reduce the CDR component on reaver will hurt sivir more than it hurts other champions because Sivir also loses AS from this.

Statistics say that Reaver is most purcahsed on Sivir, Lucian, Ashe, MF and Jhin. Nerf this single item, and you've hurt all three "top current ADCs", possibly effecting the desired meta change with a single nerf.

it has already been nerfed and to do so again would make it totally useless to anyone. Since the before mentioned nerfs most marksman that did build it have abandoned it for Ghostbblade and duskblade builds simply because they are better now. As far as Sivir goes she just needs a nerf to her w so it cant crit an entire team with one auto.
