Item: Zoning Cull
450g Grants a small amount of movement speed out of combat. Grants a small amount of combat stats. Unique Passive: generates charges when allied minions die and their gold bounty is unclaimed. Unique Active: Discharges at target turret (short range), consuming stacks to damage the turret. Reduced effectiveness vs inhib and nexus turrets.
Before you downvote i know, paper turrets, id want that fixed first. Pretend we have real turrets for a minute.
As for why I'd like this, it grants the user power in exchange for successfully zoning their lane opponent from farm. We've all been in those situations where you win lane decisively but your opponent commits to not feeding, but someone on your team doesn't and you can't outcarry that. I have games where my opponent has clearly looked up the match and went "welp thats a diamond i guess im not gonna even go near the cs" (jokes tho im awful at toplane) so i end up farmed but not really fed.
You buy this immediately or first back and one of two things happens. The first is that the 450g for no decent combat stats means you cede whatever advantage you had going into lane (due to counterpick, powercurve, ignite, etc), your opponent plays more aggressive than they would have. Basically the same as Cull if this happens, but it's a bit of a waste if you go even.
The second case is they still end up getting zoned, in which case you farm happily as your item stacks to the point that you'll be able to opportunistically nuke a turret. As a toplaner, there are a bunch of plays you can make with this (suppose the active deals 70% of a turret at around 15 minutes of good zoning): -push lane and poke the turret, then nuke it down without even forcing out your lane opponent. -dive with your jungler, take the T1, push to the T2 and nuke it. -take the T1, shove lane and roam mid, nuke mid, then take dragon.
Once laning ends it'll be harder to stack this item because there aren't many safe opportunities to do so (even when splitting, you don't really stick around as wave after wave of yours dies), but saving up and nuking a turret during a seige could be gamechanging. Essentially this is an early item that can enable dominant players to make a small number of strong strategic plays they can use to take control of the flow of the game, in exchange for early combat stats.
