Leona does NOT need a buff

Surrender at 20 states that Leona will be getting changes that she simply DOESN'T need. She has access to some of the most powerful items in the game (being a tank) and also has a more annoying stun-lock then . So why is Riot buffing her? She really does not need it. She is a low skill champion and should not be rewarded just for landing a single skillshot (with a broken hitbox) that actually passes through minions.
