Can you qss or cleans a silence, and can you also cleanse the Soraka silence before it roots?

According to the Lol Wikia, Yes you can. Silences can be removed by Cleanse, QSS, Mikael's Crucible, and cc removing abilities.

No. It is a silence. unless people have secured some majestic bug to do so, silences are counters to cleanse / QSS
