Let it be known! That I (TheWoollyMammoth) never buy rylais for the hp. I buy the item exclusively for the slow on all my spells. The Ap could be lowered. The hp could be gutted. I would build it anyway. The utility is worth it for me. Should a red see this. please take it into account, don't gut Rylai's crystal scepter by removing the slow.
same, I buy it on Ahri a lot due to the slows her Q can dish out :)
I think the high ap and hp is what makes it so universal. If they were to lower the the hp to 300 and the ap to 70 or 80, that would probably push it back into its niche pick. Realistically everyone started buying it when it was bumped up to 100 ap, as well as lowering ap on zhonyas and other items.
I buy it for both Hp and slows as a support. AP is unimportant, though surely nice.
Seriously, I'd buy any item that would reduce the insane mobility that a lot of the champs have.
