She, moreso than any other character in the history of this game, is deserving of the classical "Olafing" - being completely and utterly worthless until a rework makes her a healthy champion to have in the game.

Not sure if that's Riot's current take on her but that's just my harsh opinion.

she is one of the strongest champs vs skillshot reliant/tanky ones though and has some nice utility. She seems fine

Nah, she's pretty trash even against them. She's terrible no matter who she's facing. The only thing going against a skillshot-reliant champion does for her is to let her be a bad champion instead of the single worst champion in the game like she usually is.

Having to fully be reliant on her binded-Support to gain bonus Attack Speed & her E only mana-resets if it kills two at once, and making her ER reliant seems weird. This is imo, I can be wrong.

Multiple things. Her biggest issue is doing jack-all for damage, particularly when she's away from her support. Her laning got kicked in the teeth too, which hurts a lot because that was her strongest stage. She's bugged up the ass, her items suck, and the safe ranged supports that kick her ass are in vogue. The few strengths she brings can be done better by another pick. Ashe and Sivir have superior utility, Jhin brings better gank assistance during the lane, and everyone does more damage.

All of this results in her being one of the statistically least successful champions in the game.
