Does the Anti-Premade matchmaking bias still exist? Did it ever exist outside of ranked?

Can't find any relevant information on this. Can a Rioter please provide confirmation/denial? Also i've heard it claimed that matchmaking attempts to put 5-man premades with other 5-man premades. Any truth to that?

every time I play with my 5 man of friends we always get placed against another 5 man or a 3 man and 2 man, or 4 man, etc. We're almost always placed against higher ranking players too. It's kind of obnoxious, given that a lot of the people I'm playing with are fresh out of the game, but I understand why it is the way it is.
