For a freelo mage who is supposed to be freelo, why can't she just be a tank freelo witch?

cuz its really good at harrassin other people with short range but does nothing to long range mages

because the cd is low with 40% cdr the cd is 1.8 secs and it does damage past its actual range

It's damage is the same when hitting multiple enemy units, and it extends a little more when hitting the minion/champ at its end.

Lissandra's ranges: Q: 725 (825 if hit) W: 450 E: 1050 with a speed of 850 R: 550

Just want to point out that Annie's R has more range than Lissandra's and Lissandra's E is one of the slowest moving skill shots in the game.

Except you use E either to engage into a surprise fight, escape, or reposition. Not often does it get used for damage.

Though it kind of should, considering it does more damage than everything besides her ult. You'd need over 1000 AP for her Q damage to equal her E damage (though yes, her Q is on a much shorter cooldown).

I personally max E second (technically third if you count ult) for the wave clear, and it'd be nice if it could actually hit someone that wasn't stunned.

it was because some top laners complained that she was being taken top and making them lose lane that Riot decided to nerf the range on her Q. i've never seen her top or mid since. i dont know how Riot expects her to become Queen with this sort of stuff but whatevers, we'll find a way to make it all possible.
