Honestly, I haven't seen a Shyvanna not carry in recent memory.
She is too much. She does too much well and better than other champions.
She needs to either be less tanky or do less damage. She shouldn't get the benefit of both. Its too oppressive.
But Riot DGAF of course.

She gets durability and damage because she completely lacks utility (i.e. CC) and has unreliable mobility (since her ultimate is easily stopped and her movement speed leaves her susceptible to kiting).
You left off two of four general qualities champions are balanced around.

And I haven't seen a Shyvana carry. By that logic, she needs buffs. That's just as valid as your conclusion.
She totally does need buffs though. She's pretty terrible.

Riot doesn't give a fuck because Shyvana is not a problem right now. You're just bad at playing against her.

I absolutely agree with this as well as every other champion that does this (IE. Wukong, Zac, Warwick, Yi, etc.) Bruisers are busted and the direction the game is going is forcing every player to have 2.5k hp or you die to a tank. Fair and Fun Gameplay Riot! Some logic you got there making tanks 1 shot [zombie-brand-mindblown]
