It´s kinda stupid that a champion can literally perma slow you , due to the fact that Rylais will apply a 1.5 second 40 % slow on a ability that has a 0.75 second cd. And since giving her E a 1.5 second cooldown would gut her , make it so that it lasts 0.5 seconds , and is a 30% slow , so that way she has to land her Q to get the movespeed to keep up her E damage to kill her opponents.
Shaydrox3 votesThe whole concept of Rylais is problematic, it gives enough AP for any core AP build, along with high amounts of HP and a very strong utility as bonus. On any AP champion it's a good buy, but the ones with spammable skills literally single-handedly invalidate champions such as Udyr/Volibear by permakiting them.

Just like trinity force makes Irelia immortal every game, 50/0/50. Just because a champion can abuse an item doesn't mean they're unstoppable
