Instead of the Bounty System...
Okay I get the idea behind the bounty system, it's to help teams which are BEHIND come back from losing games, however in effect this isn't the case - instead you get teams which are even (or behind) getting bounties.

I've even experienced this in my own games too, I've gone against people who have been 1/8, they weren't even CLOSE to winning a 1 v 1 fight and they would get 450G bounties on them just because they're farming (to try get back into the game). I also believe the game shouldn't punish you for being ahead.
So instead why not make the effects of Baron (and/or) Dragon SCALE with how far ahead or behind you are. For example, if you're ahead of the enemy team Baron will just give you the standard bonuses and so will dragon, whereas the team which is behind will receive additional bonuses (if they manage to get baron or steal it) - maybe for every 1K gold the team is behind Baron is 10% stronger or something (I'm not quite sure the scaling they would use).
That way teams which are behind are ENCOURAGED to focus objectives more and prioritise them and if they are successful in securing them they're rewarded and because they managed to overpower a team vastly stronger than them and take the objective then they're rewarded more so for it to help with a comeback.
In this instance if you lose lane and lose objective control - THEN you lose the game. If you lose lane, focus objectives if you win them - then you might win the game.
