To be fair jinx is useless when behind and is immobile without an assist/kill making her highly unreliable compared to ashe and jhin which have utlity to fall back onto if they are put behind.

Jinx counters are weak thus she's op. If they'd just buff her counters slightly she'd be weaker but barely anyone relevant to punish her early.
