Does Riot keep ARAM unfair because money reasons?

The main reason I don't play ARAM unless forced by friends is people who make ARAM only accounts so they always get the best champs for the mode ruin it when you run into them.

It was made slightly better by getting more rerolls and picking up other peoples rolls, but it's still an unfair system that punishes you for owning more champs so people just make ARAM only accounts and get all the top broken champs.

I have fun and then I run into a 5 man premade that has ARAM only accounts that you can tell what they are by looking at their lower levels and ARAM only filled match history.

Like, why exactly don't you make it so people can get rolls for champs they don't own? Do you want people to make more accounts and to make money? Don't tell me it's unfair to make people play champs that never played before...I own every champion in the game, do you think I know how to play every champ? Hell no.

Like, I get this mode isn't ment for someone like me. I am pretty damn competitive, but it should still be fair for those looking for a fun silly game of ARAM.
