How about going all the way with Black Cleaver instead?
Have it build out of Phage, Kindle, and the new AD/CDR item instead of dinging its HP? The overall price would still go up a bit when all is said and done, but that would set Cleaver as the centerpiece item for most tanky folks while also giving its CDR a more pleasant buildup.
