How to prevent dicks from banning Pick Intent champions: Ask for Permission

Say a team started Draft Champ Selection, and the position goes as follows:

1. Top
2. Mid
3. Jungle (1st ban)
4. ADC (2nd ban)
5. Support (3rd ban)

And (1) chose Sion as his top laner. After Pick Intent was over, (3) decided to ban Sion because he thinks it's not a good idea a fukin troll, but after he clicks the champion, a pop-up box will come up & says:

#Waiting for response from (1)...

On the view of (1), he would get a box which says:

#(3) decided to ban the champion you picked. Do you accept the ban? Yes/No

This way, it would prevent trolls to ban his teammates Pick Intent selects, as in order to do that, they would still need their teammates to accept the ban. If not, the Ban will not work & needs to be used on another champion who wasn't picked during Pick Intent.

EDIT: I forgot that Pick Intent is still up even after its actual phase. I'm also suggesting that the Pick Intent is disabled only during Banning Phase. After the Banning phase is over, everyone is free to pick on what champions they want to select. Still thinking if disabled Pick Intent will happen during Banning Phase only, or strictly after the Pick Intent phase like how it used to before.

I'm also aware of the other trolling way of abusing these changes, but I'm guess that these type of actions would die down as fast as people stop trolling with Tahm's W & Kalista's ult.
