Viktor Buff?

Anyone know if Rito plans on giving my boy some love? He was one of the first champs that I got attached to, but his atrocious early game coupled with his gutter-tier win rate makes me hesitant to pick him up again, which makes me sad.

I know that when he's strong, he gets pretty out of hand but that has never stopped other changes in the past (; I'm not asking for anything crazy; maybe if we could drop his first hextech core upgrade cost down to 900 (to match other mid-laners that back asap to build lost chapter) - maybe that much of a drop in price would be too dramatic, but a lower cost would alleviate his wretched early game and give him a fighting chance to make it to late game where he really shines.

Thoughts? Critiques? Other Viktor players that feel the same/different?
