Does anyone else agree that a champion can be overall balanced, but have a frustraiting mechanic?

The title mostly. For example Lux is ˝in general˝balanced ,but on the other side her E not being delayed doesn't seem fair. Ekko is in a ˝decent˝spot currently, but his R still feels like it could use some counter-play or indicator that he's going to use it. Or Trynda ultimate. He's broken in low elo, nearly useless in high elo,but still his R being able to be casted while being silenced/stun is just a bad decision and makes high a nightmare for team comps with low CC champs.

The point is that some champions are overall balanced, still have some mechanics which are and might cause game-health issues. In the past Graga's Q could be instantly activated after placing it,it was removed ofc,but it was again later enabled on Lux's E.

Reasons?

Do anyone else agree?

Reasons?

Because Gragas' Q at level 5 cost 80 mana while Lux's E cost 130 mana and doesn't slow post activation but only prior activation. Lux therefore has a choice to make -- does she want the slow or the damage? It's also her real only means of dealing damage since Q is such a high priority spell with a long CD.

Or you know the reason the ability has 130 mana cost is because it has so much power in it and is frustrating to play against?

If it had at least a brief delay the mana cost could be toned down. Though she has to make a choice,it's still un-healthy for such a high range ability to function like that.
