How do you stop this shotgun toting, cigar smoking, powerfarming-but-still-a-late-game-carry, tanky but still doing ridiculous amounts of damage, monster that can dash through walls.

He's been this way for years. Unless he gets spammed in competitive Riot will never truly nerf him, and even if they do they'll probably compensate buff him. He seems to be one of their favorites, like Lee Sin, Vayne and Lucian.
