All championship skins except for Riven can be gotten in Hextech and/or Mystery Gifts. So that's nothing new.
The Q&A said they were not putting Limited type skins (i.e Championship Riven) into chests.
my boyfriend got championship kalista in a chest, so it is possible.
The Championship skins were time-limited, but aren't considered Limited skins. They'll come back for sale later on.
Championship Riven is a Limited skin and will not be back in future sales. Therefore it's probably not in the boxes either.
