Dodging ranked que should have a lesser penalty

Tbh i understand where all the hate comes from you been waiting for 20 minutes because of people dodging and you want to play. But let me as you this would you rather someone dodge que or afk in game. I always think when someone dodges good because they probably would have afk'd in game. When people say you should have never que'd life can happen in an instant so i find it ok dodge champ select.

But i do think there should be a system for repeat dodgers who do it like 3 to whatever a day. For me i probably dodge a que once or twice a month and the only reason i ever dodge is because something is happening in my life that takes priority over league. And i hate that i lose 3 lp for that dodge which kills me a little on the inside. Such my opinion what do you guys think.
