Viktor's Ult Disappears After Death?

When you place Chaos Storm and you die, the Ult seems to disappear immediately.

Is this how its supposed to be?

I remember playing Vik before and the Ult stays after I die (so I could do a W + R on myself if dived on). I'm looking at the patch notes and it says nothing about changing that but in the last few games, I can't do the W + R anymore without the R vanishing if I die.
