Kog's Ult interaction with Ult Hat

I'm not sure if it's just a cast animation thing, or a hard-coded lockout, but when Kog casts his ult he can't lob another one until the first has landed (0.6 seconds) even if he's got Ult Hat stacked (0.5 second CD).

Is this an intentional interaction?
