Ryze has a 38% global winrate. Are we going to do anything about that?

I never liked this Ryze rework very much, but i can tell you what riot is thinking "Time for another Ryze Rework" I think the nerf on his root was needed, but the cooldown going up on his E is really what killed him. If they revert the cooldown on his E back to the way it was, then that could be enough to bring his win rate up

I think it's time for Riot to abandon the whole idea of a "machine gun" mage because they simply cannot make Ryze healthy. I mean maybe they can tweak him a little and make him work but I doubt it.
He is one of those champions who is really hard to pick up but once you know him, you are gonna be really good on him. Kinda similar to how LB is now. I think the reason for his low win rate is due to people trying him out, then losing a few, then giving up. Plus he is really good for team plays, but for solo plays, it is kinda based on skill of the player with his combos.
Also, he scales mana very well, but mana is not as efficient as raw AP is for others because many items that give mana, are kinda meh in comparison to the Heavy AP items. Items like
are not immediately great because they have to be scaled (over time or ability usage).
is good, but to have all 3 of these, means that you are left with boots, and 2 damage items left. One is likely to be
, and then you are left with 1 item slot which you then have to choose between defense (like

) or damage (like
). While not a bad build, (example being
) there is not a noticeable early game power spike. like other champions have when they get

. Since Ryze has to build his scaling items early, that delays his power spike immensely. That could also be a reason.
I feel he is actually strong. Must be low skill players trying to play him? Not sure. Not saying I can play him because I never tried, but when I see a good Ryze, he can turn the tides of the entire game
