Stormraider's should passively grant 10% movespeed
Increased to 35% after bursting someone.
Suddenly useful.

No. 10% MS passively is hilariously overpowered. MS is the strongest stat in the game - you'd just make a new Thunderlord's, in essence.
Rather, I'd like to see it activate on 10% max HP done to a target, and stack up to a cap with additional damage. For example, 35% max speed, with 10% on activation and a 1-on-1 conversion (1% max HP done = 1% MS gained).
I like this idea.
What if it would wait for 2 seconds after initially doing a damage to a target and then apply the speed boost. If the damage done before the 2 second mark exceeds 10% of the enemy's maximum health, the user would gain a 10% speed boost increased by 1% for every additional 1% max health done to a maximum of 35%.
This way champions that deal sustained damage instead of burst would have a chance to get more than 10% movement speed buff if they deal more than 10% target's max health during those 2 seconds.
If damage done exceeds 35% target's max health before the 2 second mark, the speed boost would apply instantly.
Well put. Couldn't have done it better myself (well, I fact, I really could not, judging by your description compared to mine). :D
insanely OP.
Suddenly completely broken. 10% MS is a ton of mobility, especially early in the game. Imagine a Darius with 374 MS with no MS items.
This would be OP on
Warlords Bloodlust is equivalent to 7.5% lifesteal if you have 100% crit chance and against champions only. Nothing to sneeze at really. 10% permanent movespeed however means he never has to build boots or nothing more than
and still run faster than everyone in the game just about.
He already lacks the need to build boots lol.
Berserkers greaves are too cost-efficient on him to pass up. Cheap attack speed stacks amazingly with every single ability in his kit
Make it 5% instead of 10% and I'd still take it every time.

Or 5%.
Or whatever.
The old movespeed mastery in Utility some years ago gave 3% if memory serves.

Or we could just make it so it passively removes unit collision. Boom it's a good pick now.
that's so crazy that it just might work :O
Which would make it broken on junglers and certain midlaners
In case you haven't noticed, Riot is actively moving away from long-term stat increases, because balls of stats like Mundo, old GP, old Skarner etc. are dumb as hell. Giving permanant movespeed would be broken and unbalanceable
Suddenly want. Upvoted.
What's with this 10% passive that everyone is after?
Massively overpowered.
I would never take anything else.

People get so hung up on numbers.
Or 5%
Or 2% and ignore unit collision.
Or something.
Some kind of mobility boosting effect that's of general use rather than the incredibly specific buff it gives right now.
People get so hung up on numbers.
It's almost as if numbers make a difference in a game based around them.
Approves.
choosing between damage, or movespeed? Might make some people think
Yeah 10% is absurd. That is in essence 34 bonus move speed, more than base boots at lvl 1. And you're saying is as a %, so it would scale up over the game.
Hecarim might like it though. Although fervor is better for him.
