Any good Teemos out there?

I cannot seem to find good players during game they always have terrible builds or don't know how to shroom. I feel like im the only good teemo in NA

item 3151 item 3116 is a much better combo than item 3022 . Also you are not playing in rank so the majority of the players dont take it seriously. im a gold support and have beaten plat and diamond players in unrank games. But ik i probably wouldnt be able to beat them in rank. Also in you in silver 4 which tells me most of your matches are against bronze players. Might as well be playing against bots AI. Also item 3157 or item 3089 much better than item 3115

I thought item 3116 doesn't proc item 3151 because its movement reduction and not an actual active slow effect like item 3022

I keep choosing item 3115 because of the CD reduction, attack speed and bonus damage that's greater than the amount of damage than item 3157 and I simply cannot and poor sense of judgment on when to use it.

item 3089 I don't get often because of item 3135 will do more damage if enemy has 46 magic resistance or higher

Update: I checked it out and item 3116 is good in the situation as teemo if you mostly spam shrooms and q but in fact you need more health and you're auto attacking aggressively more like me item 3022 is a better opinion. I prefer so I don't have to wait for shroom or q cooldown to proc the items. Waiting for people to run into shroom or throwing them with one isn't as effective over all to me in my aggressive play style
