Sion needs to be reworked to fit in the meta

I'm seriously considering banning sion every game because he is currently like shen, does nothing but people pick him. Scales awful late game and relies on his team to make plays and deal damage.

I'm thinking how about giving him a stun, shield maybe a passive that gives him bonus ad but at the cost of health. And since he a undead juggernaut how about his ult grants him lifesteal and improved attack speed.
