Problem with the Current Draft Pick Structure (and Potential Solutions)
While I initially loved Riot's idea of trying to involve the people lower on draft pick into the ban process, I've come to realize that this has actually been bad for some key reasons.

In the old draft pick, last pick was the "least desirable" position was last pick because pick order mattered in determining roles. Last pick was often forced to play a role they were not familiar with or did not like. In the new draft pick, however, last pick has shot up to the most desirable role. Not only do you get a ban, chances are, you get to counterpick your lane opponent as well. On the other hand, first pick is now the least desirable role. No interaction and near 100% chance of getting counterpicked.

"But how about trading?" Given the time allotments in draft, there's often not enough time for people to type and finalize trades. Over Voice Chat, it's generally easier, but there's also a significant fear that the teammate doesn't have champions you want to play.

Given that your roles are predetermined, there's little benefit to having an early pick now, because everyone already knows their roles.
So how do we fix this? Here's a couple of potential solutions:

Increase total ban number to 5 per team, giving everyone to ban out a champion they don't like to play against. Given that the ratio of bans to champs has been decreasing significantly as the champion pool grows, Riot can increase the number of bans per side without the game feeling too much different from what it used to be. This means that a poke oriented player could be in the first two picks but still get to ban that Soraka they hate.

Move the bans to the first three players. While this takes out the "interaction" of the last two players, it does make the draft more fair since pick-stealing was pretty much addressed by the new queue structure.

Allow a time period for players to rearrange themselves. Someone trying to get a priority pick can rearrange himself early into the queue whereas someone looking for more of a counterplay strategy can rearrange themselves to the end of the queue and so on.
