How to nerf/remedy the Relic shield/ Targon brace on adc without gutting champs like thresh

First -

Sorry this isn't in-depth or anything but I just thought of this why not have Relic shield's effect go on cooldown when hitting a minion without proccing the effect.

Basically you are lets say u walk to lane proc twice and it goes on whatever cooldown, then you hit the third minion the cooldown is increased much like is, this way we create an item that can only effectively be used by supports.

Second -

Another way to nerf it is to make it ineffective when in range with another relic shield. We can guess at the effects this would have on the meta But I'm guessing it will push supps who like relic shield out of the meta in order for the adc to continue using this combo.

Third -

I don't really have the details for this one but I thought maybe someone could help me with it we could just make melee only and gut champs like but then buff them in some way to make up for it. Only thing is I don't know how we would do that.
