Let's Talk About Poppy's Nerfs @Riot

Keeper's Verdict (R) - [new text "Enemies hit with an uncharged Keeper's Verdict will take half the damage and be knocked straight into the air for half the duration."] These changes were released in the 12/6 PBE update, and I just wanted to go over them and possibly get some context about the nerfs.
First off, my name is TheHurricaneGamr, and NA silver pleb who mains top lane,    in particular. I have about 127k mastery in Poppy, so I know the ins and outs of her kit as well as how she operates.
The first set of nerfs (base health regen and regen/level), are likely targeted at her early game and the fact that she has good defensive stats already.
The second nerf is what kind of irks me. (Damage reduction/CC increase on her ult) This is actually going to somewhat painful for her, since her ult is a very big part of her spell rotation. I get that they want her doing less damage and that Courage of the Colossus massively inflated her power level, but now that COTC has been nerfed, is she really still in need of nerfs? Other tanks are doing almost as well as her. If anything, she may be a little bit out of line, but so are other tanks that can abuse COTC (
). Now, these nerfs may not be so bad and cause her winrate to go down a smidgen, but what if the COTC nerfs combined with this nerf absolutely gut her? Will Riot be willing to bring her up to a balanced state, or will she be
ed and be left in the trash can for months on end with a 46%-48% win rate with a 4%-5% play rate like she was this season. I know that she recieved some small buffs during this time, but it was not really until world's that she got buffs that put her back into a good, balanced state. My big questions are: Is Poppy going to be the only tank recieving nerfs? And if these nerfs go too far, will Riot actually be more dedicated to putting her into a balanced spot than they were last season?
