Can Garen be buffed?

let him chose the villain freely (with like a minute cooldown) with a system like kindreds passive when he gains access to his rank 3 ult. similar to how 
ult fully unlocks at rank 3 and he gains the full reset.
the ONLY reason why garen isnt allowed to chose the villain freely atm is because he would always chose his lane opponent, which would be an obvious problem. however, making the mechanic only available at lvl 16 onwards circumvents that problem.
his lategame is horrible. he has like 40% winrate for games that go past 30 minutes. his early game his weak and his midgame is merely mediocre, which means there is no real justification for such a weak lategame. he doesnt have any game phase where hes really strong and has the potential to carry games.
this change would kill two birds with one stone. hed have his lategame buffed, and would finally gain more agency over his main juggernaut steroid. the lack of agency over the villainy passive is the most frustrating aspect of the mechanic for us garen players. it ties up a massive chunk of his power budget to the point where he gets outscaled and beaten by anyone whos not the villain, while we have no control over the mechanic ourselves. i believe this would fix two of his biggest issues currently.

If you are going to make him do more damage you HAVE to make him harder to play haha. He is braindead easy.
Eh, I wouldn't mind seeing Riot give Garen back some move speed. I don't exactly think that Garen needs any major buffs. Though, I wouldn't mind if he did get some more power because I like playing as Garen often.
I just think that Conquerer needs to go (new and old versions). In just my opinion, Conquerer made everything go south for Garen. All of the champions he used to hard counter suddenly bodied him with the attack damage increase and true damage. All of the champions who had already hard countered Garen got even worse to deal with.
