What if the IP refunds were delivered in Blue Essence before multiplying it?

I read that because of the changes to champion shards, BE will get multiplied by 6.5. I own more than 100 runes, so I calculated getting 3 champs costing 6300 IP with the paltry refunds. But if that number were multiplied, I could get 19.5 champs that cost 6300 IP. That is a respectable amount of BE!
