Context on Ryze PBE Changes?

According to Surrender@20, his passive now says that at 5 stacks his next 5 spellcasts reduce the cooldowns his of other spells, as opposed to having his spellcasts reduce other spell's cooldowns as long as he is supercharged.

It feels like this change is missing some other accompanying changes or context. Can RiotRepertoir or another designer fill us in?

it seems now that supercharged is only his shield while he will have his CD reduction max 5 spells or the supercharge timer, whichever is first. thats a massive nerf. damn it the pros for playing him....
