I can think of ONE way to even out mobility creep, but it involves Items that weakens the owner...

The main idea is, those who need the item will get the item. Those who don't need the item can try to buy it if they want, but they will pay for it.

Riot is going to keep on making champions that makes Varus and MissFortune weep. They're going to keep making champions that laughs in the face of Garen and his ilk.

They're clearly not going to find a way to make mobile champions pay for their mobility. Therefore the only way I can think of them finding a way to even the scale is..............with items that gives champions a lot of power to champions somehow, BUT come with a negative side effect of specifically nerfing the range of any gap-closing abilities.

For instance, like a powerful tank item that also has Warden Mail's old Passive...but it also nerfs any leaps/blinks/dashes/etc. Therefore anyone can build it, if you're Garen, you can build it and maybe, just MAYBE he'll catch that elusive Vayne now. But if you're Irelia, you will get all the perks Garen just got, however your dashing ability will get a hefty range nerf.

How does that sound for evening the playing field?

edit: I should probably add, that this wouldn't affect Summoner:Flash. And champions such as LeeSin and JarvanIV will take a HEAVY hit from the item as their gap-closer is also tied in with a skillshot nuke as well. But then that's the idea, those who need it will get it, those who don't need it can still buy it if they thought up a strategy, but they'll pay for it.

Doesn't do jack about low ranged immobile ADC's, but one problem at a time. Let's start with champions whose immobility overshadows everything else about them.

Or they coulda listened when the community was screaming for them to stop putting gap closers on every champion they released.

Velkoz is a good example of that Riot's ears are at least not fully blocked.

99% of people wouldn't buy something that nerfs you, no matter how much power it gave. I don't think any amount of damage could be considered worth losing your means of catching people, when you could just pick up a different damage item. I could totally see the item being bought on melee's without gapclosers to get a fuckton of damage with no debuffs.

On the flip side, I don't think giving people with gapclosers shorter range but a shitton more damage would help either.

That's the idea. And you missed the most important factor here, it's only a nerf to champions who don't need it. Irelia, Rengar, Javan, etc.

However, for champions without any ability to clear gaps effectively such as Garen and Volibear, it's just like any other item as all they have are little MS buffs.

Yer, if you have A who has good skill category 1 and has a zero in skill category 2, and B who has good skill category 1 and good category 2, which one would you pick over another?

This is the problem with LoL atm, champs have tiers. You can work really hard on a tier 3 champs and you might beat a tier 1 champ because the player is noob, while standing no chance against player on the equal ground as you if he plays that tier 1 champ.

Either,

  1. Bring back the Holy Triangle in the balancing scene like before.
  2. Introduce new role differentiation, like Dota2's turn speed, but prob not that drastic (while it works great I personally ain't a fan of that myself). The mastery and item differentiations are a good start but I would like to see more of it.

On OP's point I personally wouldn't say that introducing weaknesses on items would help creating counterplay on top tier champs, because items with weaknesses would also hinder the low tier champ too, so we're back to square one at that point. The game isn't exactly filled with all sorts of different items as well so imo it would do more harm than good.

It will only create weaknesses on those who do not need the item though. Those who would benefit 100% are those who really need it badly.
