Nah.

I'm not a huge fan of making a support a walking mana potion for carries. Carries already get cs, they can buy mana potions or buy mana regen if they really need to :/ Mana management is part of the game, and you can already see how Soraka's recent success at healing is being received by the boards right now.

If there was a support that gave mana, that ability would probably be nowhere near as strong as Soraka's level of sustain, I'm guessing.
