Cooldown Reduction now only works on skills that consume Mana
If the skill doesn't consume Mana, it doesn't benefit from cooldown reduction.
Does the game become easier to balance?

"Hey Shen, Kennen, and Rumble? You know how you guys were uh, not shit? Yeah about that..."
Not related to the OP, but do any of those champions regularly itemize CDR? Most Rumble's I see focus on damage and durability since his cooldowns are pretty low (for their uptime) anyways and Shen has enough energy issues in fights even without CDR.
How about just buffing mana generation the slightest bit instead of whining that energy and manaless have the advantage they had before Athene's Unholy Grail existed?
If you build 40% CDR on most energy users, they can't spam their abilities anyways; because usually Riot adjusts costs to force people to be wise with what they use in rapid succession (though you can slowly spam the abilities in laning phase for poke and shit).
and as a compensation buff, all champion who don't use mana get shorter base cooldowns

Some champions like Riven don't have to worry about mana and seem to almost always get some CDR. They don't max it out by often you'll see them with like 25% in their items, and probably 5% more from masteries. Assuming they made at least a brutalizer and Ionian boots.
But I don't think this is a good idea. There are mana champions that have free abilities. So Ashe's e wouldn't get CDR even though all her other abilities do? That just doesn't seem right, and CDR is kinda not very good on her to begin with so it doesn't seem good to make it even worse.
There are already items like Seraph's Embrace that are good for mana users and only work on mana champions. We just need more stuff like it, or buffs to already existing items like it, and mana users can be brought back to their correct power level.
