Some reasonable changes to make Kayle viable early, and slightly nerfing her late

Passive: Divine Ascent
Level 6: Damage increased from 10-30 per level to 20-40 per level (based on Starfire Spellblade's rank)
Level 16: True damage removed; the waves will deal double damage, and ignore 30% of enemy champions magic resist instead
AP scaling increased from 20% to 40%
AD scaling increased from 10% to 30%
Q: Radiant Blast
AP scaling increased from 50% to 70%
AD scaling removed
Slow increased from 26/32/38/44/50% to 40/45/50/55/60%
E: Starfire Spellblade
Passive damage increased from 10/15/20/25/30 to 20/25/30/35/40
Damage increased from 8/10/12/14/16% of the target's missing health in magic damage to 6/8/10/12/14% of the target's maximum health in magic damage
Passive AP scaling increased from 20% to 40%
Passive AD scaling increased from 10% to 30%
Percentage AP scaling increased from 1% per 100 AP to 2% per 100 AP
New Effect Minions killed by Starfire Spellblade refunds its mana cost and its cooldown
R: Divine Judgement
Duration increased from 2/2.5/3 seconds to 3 seconds all ranks
Cooldown increased from 160/120/80 to 160/140/120
Damage decreased from 200/350/500 to 200/300/400
AD scaling removed
AP scaling increased from 80% to 100%
New Effect Kayle (or her ally) can now basic attack and use abilities during Divine Judgement
