In other words, only gained if you smite (and then kill) the monster. The Jungler would be unable to pass either buff to team members.

That means no more Mages mid with infinite mana regen and wave clear. That means no more Rangers with a free slow. Jungle buffs would be for the Jungler. Crab/Dragon/Baron would be for the whole team.

that would almost completely remove the importance of late game buff control and would invalidate a big aspect of map control.

Really? Are you sure? I played a game and donated my red to bottom lane Kalista and Blue to Heimerdinger.

Not true. You can still give buffs away.
