A simple buff that will help Support Lulu and Mid Lulu

At the moment, Lulu has been doing sort of bad. With a 48% winrate as a support and a 46% winrate as a mid laner, it's clear we have a bit of a problem. Although Lulu did receive a buff to Whimsy in the recent patch, it's clear it's probably not enough. A simple buff is to make Pix, her E stay on her target for 4/4.5/5/5.5/6 (scaling with rank) seconds. This will allow both support Lulu and mid Lulu to Glitterlance her target twice. This was a thing back then, but was removed. But since now Lulu isn't too much of a problem now, I think it would be safe to re add these changes. However, if the cooldown buff and the attack speed buff on Whimsy is too much, we can just make Glitterlance do the same damage to all targets hit instead to help mid Lulu.
