Couple Taliyah Questions For Riot

First, is it intended that immediately after casting Taliyah's W, you're unable to cast your E? Or is that a bug. I hope it's just a bug, because it feels really clunky that way.

Second, is there any way that you could give her passive a bit more leeway in how freaking close she needs to be to a wall? As it is, even if I'm right next to a wall, sometimes my passive just drops because I guess I'm "too far" away from it.
