Duo Ques and Surrender votes

If there are 3 yes votes and 2 no's but those 2 no's came from a duo que then it should over rule their vote and surrender. This fixes the duo que taking people hostage problem

and since non votes count as no this would account for that

I'd prefer either removing FF so people would stop quitting games before our late game comp comes online... or make it to where 4 man's can never FF.

Sick of having to duo queue just so a bunch of emo teen assholes won't quit every game.
