Deathfire touch (the keystone mastery) is not applied on Talon's Q.
It is not applied on the initial damage or the bleed. I have also learned that no items are applied to it either (like rylais). I was just wondering why this was the case?

Noxian Diplomacy is an on-hit effect.
It does not apply spell effects.
Deathfire Touch is a spell effect like Liandry's Torment's burn or Rylai's Crystal Scepter's slow.
It's basically a modified autoattack. You would have similar results if you tried it with Nasus' Q or Rengar's Q.
If it allies on-hit effects, it doesn't apply on-spell effects.
It was applying DFT, but they hotfixed DFT to only work on actual abilities. It used to proc on Talon's Q, Ez/GP/Nasus's Q, etc., but they removed it for some reason. Dunno why they did this considering the made everything else pretty meh.
