How does Riot feel about snowballing?

Just a quick opinion I ask from the community because I'm a little..... Confused? I was wanting to know does Riot frown apon snowballing? I keep hearing of them saying they're addressing the issue but are they trying to tone it down or get rid of it all together? I thought snowballing was apart of the "high risk, high reward" scenario. Most snowballing champs aren't very good unless they do snowball. I thought that made it balanced? I quit for like 8 months and I've been back a few months. I'm trying to piece everything together still.

I feel like this new season is extremely snowball-y, I just feel like if the enemy is about 7+ kills ahead it's just over. I mostly play solo, maybe one or two, and I only play normals now so I'm never really being a tryhard, but I do find it difficult to have a come back in this season.

Everything is just very unforgiving, much like DOTA 2. I don't enjoy DOTA 2 because I feel if you aren't wearing your tryhard panties and make 1 mistake then it's over for you, because the opposing player can just snowball like crazy if you make a mistake or two, and now League is similar in that I've not rallied my team for any massive comebacks like I used to. It's not even a cool way like the enemy is able to end the game early, the enemy generally just drags on the game and we have very few ways to come back in anyway. I honestly have very few baron fights too. People fight over dragon now and when it comes to baron I rarely have a fight with baron being aggro'd.

That's just my personal experience, others probably have very different experiences or opinions, but Riot has always talked about snowballing like it's bad. I don't really know how they wanna approach it other than make it not so easy. They have tools in the game to make it a thing for sure, but how the intend for players to use, I have no clue.

I actually heard a rumor ages ago that Riot wants more excitement in early game so the first 10 minutes of LCS wont be a snooze fest problem with this is that snowballing occurs

Riot did some work this last season to tone back snowballing a little. It still exists and is very much possible, but you have to work a bit harder to achieve it.
